Manila Representative Bienvenido Abante Jr. blames the subject for children’s inclination to sexual and homo-sexual act and pre-marital sex therefore, he filed House Resolution 256 advising the committee on health to look into the subject.

According to Abante, Science books depicting graphic presentations and explicit discussions of the human reproductive system and the sexual act itself is innapropriate for children ages 10 to 11.

He also notes several reports about certain lessons in kindergarten violating a child’s sense of decency and propriety through hands-on exercises with the use of their genital organs.
